Today in the Arkansas House of Representatives, HB 1656 was filed by Rep. Rick Beck and Sen. Breanne Davis to amend existing laws governing oil and gas production and conservation and to clarify obligations to mineral rights owners in the State of Arkansas.

The bill description is as follows:

AN ACT TO AMEND THE LAW REGARDING OIL AND GAS PRODUCTION AND CONSERVATION; TO CLARIFY THE ALLOCATION OF PRODUCTION AND COST FOLLOWING INTEGRATION ORDER BY DEFINING "NET PROCEEDS"; TO REQUIRE CERTAIN INFORMATION BE INCLUDED IN AN ITEMIZED STATEMENT TO ROYALTY OWNERS; TO ADDRESS OBLIGATIONS OF OPERATORS AND WORKING INTEREST OWNERS TO MINERAL OWNERS; AND FOR OTHER PURPOSES.
